Ten Years Ago, 2016 Howard County Medical Center in St. Paul recently received notification that the National Rural Health Association has awarded them a Top Twenty ranking for 2016 in “Best Practices in Quality.” The designation means HCMC was ranked in the Top Twenty for quality among all critical access hospitals in the United States.
