Ten Years Ago, 2015 When Elda Miller of St. Paul died on August 17, 2013, she left an estate of $601,600 with specific requests that included establishing the Chester D. and Elda F. Miller Foundation in the amount of $400,000. The foundation will be known as the Miller Advisory Fund and will coordinate with the Howard County Foundation for its IRS tax exempt status…The first application period for disbursement of the money will be this spring. The yearly announcement of the gifts is planned for June 3rd, Elda’s birthday. The advisory board will consist of twelve to eighteen members, which includes people named in Elda Miller’s will and additional people added to the board by the initial members.
